Who: Any student who attends school in the following Texas counties: Austin, Brazoria, Brazos, Chambers, Fort Bend, Galveston, Grimes, Hardin, Harris, Houston, Jasper, Jefferson, Leon, Liberty, Madison, Matagorda, Montgomery, Newton, Orange, Polk, Robertson, San Jacinto, Trinity, Tyler, Walker, Waller, and Wharton. USCF (except for Kindergarten, Primary Open, and Primary U700 sections) and TCA membership is required. Please bring a chess set and clock if you have one.
What: 5-SS, G/30, or in English, 5 games of chess where each player has 30 minutes to make all moves (games can last as much as an hour). A single 1/2 point bye is allowed if requested prior to round 2 (requests should be made at least 1/2 hour before a round begins).
Where: Bellaire Senior High School, 5100 Maple Street, Bellaire, Texas. Enter the building on the East (South Rice) side doors closest to the teachers' parking lot (North of Maple Street).
When: Saturday, February 8, 2003. Round 1 begins at 9:00 a.m. sharp. Subsequent rounds will proceed as quickly as possible. Onsite registration is between 7:15 and 7:45 a.m. Pairings for round one will be made at 8:45 a.m. Students registering onsite prior to 7:45 a.m. will be added to the tournament on a first-come, first-served basis and those not entered by the time pairings are made will be given a 1/2 bye for the first round. Any student, who desires to register onsite and is not in line by 7:45 a.m., will not play in round one and will receive a zero point bye instead. This policy will be strictly enforced. It is strongly recommended that you pre-register by mail or online. Please see below for details.
Sections: There will be ten sections total as follows: Kindergarten, Primary JV (U700), Primary Open, Elementary JV (U800), Elementary Open, Middle School JV (U900), Middle School Open, High School JV (U1000), High School Open, and Collegiate Open. Note: U700, U800, etc. means a USCF rating under 700, 800, etc. or unrated. Texas Chess Association section restrictions apply. Stated very briefly, a student must play in the section appropriate for their grade and type of school they attend. The exception is students in grade K-3 who may play in either the Primary or Elementary sections. Please see http://texaschess.org for details. Please indicate on your registration which section you wish to play in.
Food: Snacks, drinks, and pizza will be available at reasonable cost. The lunch break will be after round two. Depending on how rapidly rounds one and two progress, the lunch break will be between 30 minutes and one hour.
Rules and Regulations: Students are expected to conduct themselves at all times in a manner appropriate for a championship event. This is a USCF rated event and USCF rules will apply. Students who know how to record their games will be expected to do so as required under USCF rules. While not a requirement, it is strongly recommended that any student who participates in this event be made familiar with the basic rules of the USCF and learn how to record their games (keep score). Trophies: There will be trophies for the top five students and top three teams in each section. A minimum of two students from a school is required for a team award. Trophies will be awarded in the skittles (multi-purpose room) area as quickly as possible after the final round.
Fees: The entry fee for the event is $10.00 if payment is mailed and postmarked or submitted online no later than January 31, 2003. Thereafter the entry fee is $20.00. It is strongly recommended you do not mail your entry and payment after January 31, 2003. Do not register online after February 6, 2003. USCF (except for K, Primary, and Primary U700) and TCA membership is required. Please bring proof of membership; otherwise, you may be required to pay for an additional one-year membership to the USCF, and pay an additional $1.00 fee good for a one TCA scholastic event. Payment of all fees is a requirement to be entered into the event.
Pre-Registration. You may register online or by mail. An online pre-registration list will be periodically updated and can be found at http://bellairechess.com. Payment is required with your entry. The mailing address is Bellaire HS Chess Club, c/o George John, PO Box 710750, Houston, TX 77271-0750. Please include your name, address, birthdate, e-mail address (optional), telephone number (optional), USCF membership number (if you have one), school, grade, bye requests (optional), and which section you wish to play in. For your convenience you may also pay for your USCF and TCA membership with your entry fee. It is strongly recommended you purchase or renew your USCF membership well in advance.
Refunds and Cancellations. These may be made by mail if postmarked no later than January 31, 2003 or by e-mail if sent no later than February 6th. Onsite cancellations must be made before 8:30 a.m. If you know that a student will not be able to play or must withdraw from the event, please report this to tournament staff as soon as possible. No-shows may be reported to the TCA Ethics Committee.
Membership Information & Fees: TCA Membership is required for all sections (see below for options). USCF Membership is required for all sections except Kindergarten, Primary Open, and Primary U700. As of January 1, 2003, USCF membership fees are as follows: for students age 14 or younger a Scholastic membership is either $13.00 with no Chess Life magazines or $19.00 with five Chess Life magazines (recommended); for students age 19 or younger, Youth membership, $25.00; all others, $49.00 (colleges are urged to take advantage of the College Affiliate promotional package). TCA membership for one year is either $7.50 with six magazines and good for all TCA events, or $1.00 for a single TCA scholastic event.
